PHILIPPE MERCURE
Managing Partner
Philippe has more than 25 years of experience in the Human Resources, Manufacturing, and Media sectors. Philippe has been a Managing Partner at OptiTest since 2016, providing mechanical aptitude and electrical competency assessments to more than 100 manufacturers.
In addition to OptiTest, Phil owns two other leading companies: OpTalent, a North American recruiting agency specializing in finding talented individuals in the engineering and manufacturing sectors, and Optimum Technical Training, a company that helps manufacturers improve productivity through hands-on electrical training for their employees.
Prior to joining OptiTest, Phil held key operational management roles with large organizations, including The Canadian Press and QMI News Agency.
Phil is a graduate of Laval University, where he earned diplomas in Business Marketing and Industrial Relations.
MICHAEL KHELLA
Assessment Consultant
Michael has over 35 years of experience in the energy, industrial and manufacturing sectors. He has been an OptiTest assessment consultant since 2020, providing manufacturing and skilled trades talent recommendations to multiple organizations across Ontario.
Michael also serves as an electrical trainer for Optimum, an OptiTest sister company that delivers electrical training to maintenance technicians.
Prior to this, he spent more than 30 years as an engineer with Ontario Power Generation. He is a graduate of the University of Toronto, where he earned a degree in Mechanical Engineering, and he obtained his Professional Engineer (P.Eng.) designation in 1987.
MAXIME ROUSSEL

Certified Tests Administrator for STM and ESTD Simulators
For the last 10 years, University of Laval graduate in industrial relations, Maxime Roussel, has worked in the human resources field, mainly as a Human Resources Director in the High-Tech and Aerospace domain. He is also a É.M.O.I.C.Q. graduate in industrial electricity and has worked for several years as an electrician.

PIERRE LEGAULT

Member of the Ordre des conseillers en ressources humaines et en relations industrielles agréés du Québec, Pierre Legault has, for the last 28 years, held various counselling and managerial positions in organizational development with well-known companies. Pierre is especially interested in the optimization of staffing processes, in-house training, and work organization related to a labour shortage.

A Teccart graduate. A career in the health sector as a technician and manager of maintenance, set-up, development and certification of biomedical equipment, either electrical, electronic, mechanical, or hydraulic.
GILLES PERRIER
Certified Tests Administrator for STM and ESTD Simulators
Gilles holds a degree in Electrical Construction, Instrumentation and Control. He has a career of more than 30 years with the Société de Transport de Montréal as an electrical engineer for the road equipment managing and solving problems in electrical, pneumatic, mechanical and hydraulic.
